4/0 and up rule

I have a question, maybe it's dumb but I'm curious.

Not that I see the need or would I ever bring one, but why aren't 4/0 and up not allowed on the pier? Is it because the obvious, over kill? Or something to do with shark fishing? I was just curious if there was some specific obvious reason. Reading the post about the 14ft rod just made me curious as to the 4/0 rule.
