I've tried searching for this, but I didn't have any luck. How small of a combo would you recommend for a bait rod & reel? Are we talking a 1000, or something smaller? I figure a bait Rod for surf could be used for a freshwater Rod as well.

Don't think it matters,,,,just some Lil rig to drop straight down,,,,? I used an old direct drive green ambassador on a 6 ft rod for sabikis,,,,great! Even caught a couple medium Spanish by accident. You don't need anything special for a bait rig, just my take
Google "sabiki rod". If you're using a ribbon rig or a sabiki rig, you can use anything you want. As Chuckster said, you will occasionally get bit by a Spanish or Blue or big Hardtail with the sabiki, so going with a 3-4 series reel isn't a terrible idea.
Oh ok. That makes sense. I had thought a bought building a DIY sabiki rod, but I figured a small Rod could pull more duties. I don't think there is much use for a sabiki in fresh water. A second Spanish size rod could be useful though.
A sabiki rod for offshore bait-making would be quite a bit sturdier than what works from the pier. For example, Ms. Pat from Navarre recommended 4lb fluorocarbon for a gold-hook rig. The sabiki rods I looked at which were hollow with the line inside to prevent tangles were substantially more rigid than a rod for 4-lb line. HOWEVER if you go too light on the rod you will not be able to handle several larger hardtails hooked at once without hand-lining them over the rail.
All my bait rods used to be 7' then had up to a foot broke off the tip making it too stiff for anything else. A heavier rod & reel with 15lb line is nice when hooking multiple hardtails,crazyfish and jacks. Catching bait is not a sport, so don't waste time fighting by-catch.
