YOU reckon that algae is what was killing all the Ly's because they could not get oxygen and making the specks AWOL.

No, at least not directly.
Actually oxygen is a by-product of algal growth, but when they die their decomposition will consume much of the available O2 in the water and that could contribute to die-off.
The fully mature LYs are going to die soon anyway (they only live about a year).

Specks tend to move away from water that is heavily silted or algaed. Conventional thought is that it may clog their gills (kinda like people leaving a smokey room).

I haven't seen June grass this thick in Alabama since the early 1980s.
Coincidently, that was the period following the Ixtoc PEMEX oil spill in the southern GoM.
We had tarballs washing up on the shore here during the early 1980s.
