If you fish in FL, you will need a FL license.
On equipment, again, medium action spinning gear with 10# test will handle everything from whiting to slot reds to Spanish macs. If you have some, bring it. Otherwise, head to J&M, Walmart, BassPro, etc.. You don't need to spend a lot, for around $50 you can get a decent combo. For $100, a fantastic one.
Gray's Tackle in Innerarity Point (next to Winn Dixie just over the bridge) sells temporary Florida fishing licenses.

I have fished quite a few piers around the country over the years and I find the Gulf Shores State Park pier the friendliest. Many piers have a group of regulars that seem to resent outsiders and give them the cold shoulder. You won't find that true on this pier. Almost everyone goes out of their way to be friendly and helpful. As far as cheap fishing equipment that will do an adequate job you can pick up a $19.95 combo spinning rig at Walmart that will be ok along with five bucks worth of terminal tackle and be ready to fish. If you don't want to haul it home afterwards when you get ready to leave the pier on your last day pick some kid and give it to them. You will be a STAR to them and will have spent less money than you would renting rods for a few days fishing. If you want to go up a notch on equipment go by J & M and they can fix you up and can be trusted to give you good advice as well.
If you are willing to pay for a charter pier#r will guide you. Me and my 2 boys spent half a day with him. I talked too him regularly up until we left for our trip down there. He was most helpful in getting me lined out to fish without help the rest of the week. He really goes out of his way. I have pics of the fish he helped us catch the morning we spent with him. I felt the price he charges for the time he spent with us was worth ever penny. We fished the GS pier and as the rest of guys said they are a great bunch of folks. Yes, you do need a license---the State isn't going to give anything away. I strongly agree with the suggestion to hire pier#r for a day. You can't imagine how much he will teach you and he is one of the friendliest, best natured people you will ever meet. His rates are extremely reasonable, too.
