What's in a name!
Curious as to why the section of the pier between the tee and oct is referred to as the "draw". Is it some type of oceanic term?

It's a term that goes back to the 'old pier'.
Refers to where the pier 'draws' away from a line between the outer edges of the octis...

"A draw (US) is a terrain feature formed by two parallel ridges or spurs with low ground in between them. The area of low ground itself is the draw, and it is defined by the spurs surrounding it."
In other words, once there was a deep area between two sandbars that held fish. The winds and tides changed the bottom but the name remains.
If guesses count, that's mine.
So I've kept this picture in my files because it shows Harley in the background not too far from where his memorial plaque now is.
