what id the best time!!
I will be there tommorow and was curious if i should get there around sunrise or 6ish or wait till around 9ish

If I don't get there before the sun comes up, I feel like I am late. I normally arrive a full hour before sunrise, when its still dark.

You can be there an hour before dawn and check to see if specs/reds were cruising in the shallows, IF you have live shrimp to dangle, unencumbered by weight or cork, just free-lined. Don't want to get up that early? Get there at first light, ready to fish or before first light if you're not all set up. Don't wait until 9 unless you're prepared to hear, "you should have been here!"
