    circle hooks for bull reds

I was using a 7/0 eagle claw 3x circle hooks for big reds is that to small or to big? I have a 7/0 circle hook on 40# mono leader to a billfusher small 85# swivel

That is fine, neither too big nor too small.
Heck, they take my casted shark rigs with half a Mullet on a 16/0 circle.
Also nice is you can easily get decent hunk of bait on them, which is why I use them on my big double drops in the surf for Bull Reds & Big Uglies.

Exact same thing as a Pomp rig or Snapper rig.
You can make them single or double drop, I use about an inch or two of yellow neoprene sunglasses strap and a 7/0 circle.
I make mine from 50# mono, total length about 5', barrel swivel, 1.5' of line, 8" drop, 1.5', 8" drop, 1.5' to snap swivel/weight.
I bait them with whole peeled shrimp, chunks of fish and quartered Blue Crab.

20# is great for surf fishing Reds and most other species, just have your drag set properly.

I fish a lot in Orange beach. I don't often surf fish since I own a boat, but when I do, I fish morning or evening for bull's, or sometimes even later. (If you fish later you may end up hooking a shark instead of a red)
