state fisheries misinformation?
Just an aside- but while I was in gulf shores over the weekend I ran into a state fisheries officer taking surveys in the parking lot at little lagoon pass. I asked him about the best place to fish and he pointed at the beach. Then I pointed to the sign in the parking lot that said "no fishing from the beach". He scratched his head and said "huh, that's weird" and then said to go ahead and do it anyway. Then he told me to try from the side docks at the boat launch at perdido pass off of marina drive. When I got there the sign also read "no fishing from dock/pier"... I wasn't about to take the chance, but it seems like he would have known.

Creek survey guys are not enforcement so they may not have known. Very doubtful they were trying to mislead you

Oh, I don't think he was trying to mislead me. He seemed like he was genuinely trying to be helpful- but I'd also hate to end up with a fine on the advice of someone wearing a state fisheries patch on his shirt and driving a state truck.
