    Out of curiosity

Do you think the crowds will have died down by April 4th? Yes it is still spring break, at least where I am it is.

We came 3 years ago around this time, and no one was around until late Thursday.

By no one, I am saying I might have seen 1-2 families in the condo until then, and no one on the beach at all until then. Of course, we saw some people in the local restaurants later in the day, but I assumed they were locals.

I am asking, so I can determine which license to buy. If there are going to be a lot of people, I'll prob just get the pier license. If not, then I might do some surf fishing.

It looks like most (if not just about all) colleges will end their Spring breaks by April 1st (YEAAAA ;-)
When is Spring Break 2016? - Find Your School

Including Baldwin County public schools, but Mobile County public schools won't have their Spring Break until April 11-15

So (hopefully) you should see reduced crowds that week.

Reduced crowds and local pier champs I hope. Hoping to acquire a wealth of knowledge, and maybe a few kings too .

Its spring break, get up and fish the surf from daylight to 11:00am, teenagers will still be sleeping.
If you buy a saltwater trip license you can fish the surf and pier. Buy a pier license and you cant fish the surf. So get a saltwater trip license.

Usually up for first light, depending on tide times.
Where is the best place to purchase a saltwater trip licence?

I assume you mean an Annual License.

Bay St. Louis is in MS.
