Has construction ever started on the parking and fishing rail at Orange Beach or will it always be a fence there

Steve, if you are thinking of the area under the bridge between OB and Perdido, use the search bar for Perdido Pass. Several threads discuss the lack of progress and even give a contact email for the ones who can get it opened back up.
