Maybe they ran out of money before they could finish the hull. Not a boat person but is that where the anchor goes?

I'm one of those guys that so poor some days I barely have 2 nickels to rub together... but... If I ever hit the lottery I would NOT buy one of those...
I would however buy one of these(Bell AH-1Z Viper) to go back and forth to the pier though...
