Wal-Mart yes,but most shops stop selling them several years ago when the state went to a calendar year instead of day of purchase. The state went that route so stores would be so bombarded with people in line that they would quit selling them being the retailer was only making fifty cents per license. The state wants you to go to outdooralababa.com or call the 888# so they can charge a convince fee of around three dollars.
