Can we fish the pass from the Little Lagoon?

Does anyone know if we can fish the Pass from the Little Lagoon to the Gulf. With all the construction going on down there I can see that it could very well be a restricted area but maybe we could fish on the Lagoon side of the pass. Are there any fish on that side? Anyone know when they are going to open the Pier? I haven't seen anyone on it this morning.
I'm REALLY, REALLY, SORRY to have brought all this COLD weather down with me but I have always had a BLACK cloud over my head.
