Anywhere local sell them or how and where can I catch small croaker?

Throw a cast-net on the boat ramps before daylight. Or use a sabiki with bits of shrimp.

Honestly, I am not sure Tom. But your speculation has merit as recent rains would have brought an influx of nutrients into eastern LL and a subsequent increase in macroscopic life feeding on that...
Rain/Red minnows shortage this...
