The mitchell 303 reel i have when reeling the bail hits the handle. I need some advice on how to fix this and what causes it.

Carefully bend the bail by hand until it clears the handle.

Might be missing the washer behind the handle...that should space it out enough to clear the bail

Being left handed myself and having several 303's .I had that problem when I replaced the original handle with a custom one, With that not being the case go with the above mentioned , bent bail ,or missing washer . If none of these solve your problem hope that Larry ,the-reel-doctor sees your post . Good luck .
