Was refreshing myself with the regs since I have an upcoming trip and dont make but 2-3 a year. What exactly are they referring to when they say no reels over 4.0. I know todays reels are measured differently but how does the relate to today?

4.0 is a size reference to conventional reels (not spinning reels), like a Penn 113, which is a 4/0 I believe.
thats just there to discourage sharking I believe(or so i've heard)
Spinning reel wise, i've carried 9000 size reels and never had anything said. I don't think you gotta worry about that rule to much if you just play along with the no sharking rule.
