It's a term that goes back to the 'old pier'.
Refers to where the pier 'draws' away from a line between the outer edges of the octis...

"A draw (US) is a terrain feature formed by two parallel ridges or spurs with low ground in between them. The area of low ground itself is the draw, and it is defined by the spurs surrounding it."
In other words, once there was a deep area between two sandbars that held fish. The winds and tides changed the bottom but the name remains.
