You are correct sir,
Pier License, No-Net-Loss Bills Passed | Outdoor Alabama
To fish Four Seasons Pier one would need a Saltwater License or a Trip License.

Hmmm. I called and talked to a game warden and told them I would be fishing from the Four Seasons pier and they said all I needed was the pier license. Got to love clearly stated regulations.

We stayed there last year and will be back this September. The best thing about the four seasons pier is that you only have to take your stuff down once. We left all of our rods and tackle on the pier for the whole week, as did most everybody else staying there. We had absolutely no trouble with any gear getting messed with or stolen. Looking forward to getting back this fall!!
