whats the best all around bait to target multiple large species off the jetty?
Live shrimp.
If you are venturing far out onto the jetties, the less you take, the better your trip out and back will be. Live shrimp/mud minnows/finger mullet/killifish are always a good bet, but it can be inconvenient to tote a bucket of live bait out and back if you plan on fishing towards the end. I always carry an assortment of jigheads and gulp/plastic bodies, a few hair or pomp jigs, and a few spoons. I also take a small soft-sided cooler with a couple of waters and some fresh peeled shrimp for my Carolina rig. You can always carry a smaller bait rod with you and catch grunts and pinfish from the jetties to use as fresh cut or live bait. Best bait would depend on your target, but the above-mentioned will catch almost anything you would run into out there.

Plenty of sharks there. You may luck up and get a few Spanish carcasses from someone at the pier cleaning station and take them out to the jetty in a cooler.
Are you allowed to beach sharks there, i thought that was illegal in the gulfshores,orange beach area?
East side is in the State Park, so I think technically not legal to land sharks.
It is not illegal to shark or land sharks anywhere but the Gulf State Park. It is illegal to chum/ bloodbait from shore, or pose any sort of a risk/danger to anyone on the beach or in the water in AL while doing any sort of surf fishing. You're fine at the Pass, just be discreet.
