Pier Rules
- Limit of 6 rods per fisherman (additional rods brought will be charged $3.50 each)
- No trolley fishing permitted
- Bottom fishing up-wind/up-current
- Float fishing down-wind/down-current
- One fishing rod in use at a time.
- Salt water fishing license required
- Good conduct/sportsmanship required
- One crab basket per person (no wire baskets)(cannot be left unattended and you cannot crab and fish at same time)
- Catch must be placed in container within 10 minutes
- Keep tackle and bait OFF of tables and benches
- Cut your bait at cleaning tables or bait cutting tables only
- Children under 12 must be accompanied by an adult at all times
- No standing or sitting on rails
- No jumping/diving off of pier
- No alcohol allowed on pier
- No cooking on pier
The most violated rules on the pier are 5, 9 and 10 and nobody starts a thread about it on the forum. However, let someone type the word “Trolley” the thread goes viral here, but nobody here makes the rules. There is only one of the rules that has been changed since the pier opened and it took Montgomery about two years.
The only way to effect change is to contact someone with the ability to make it happen and present your case.
The general consensus here seems to be that trollies are fine as long as they are tended and not on the Octi. Some of my good friends like to fish trollies and are quite successful with the technique. Some folks can set up trollies and its all good, but other folks can set up a trolley and there are a few twits who go running to the pier house complaining about trolley fishing. Nobody that I know of has been told to take down their trolley unless there has been a complaint. What seems really strange is that the tourists don’t know what a trolley is, so the complaints must be from someone who fishes the pier enough to be familiar with the technique. And that’s all I have to say about that.
If trolley rigs are to be allowed, I envision they use of rod holders leading to yet another ban. If you kill something enough times eventually it will stay dead. I don't see the trolley issue having very many opportunities left before it is on a permanent do not disturb list.
Though I may not ever join the ranks of trolley anglers, I am supportive of the cause. I wish that an amicable solution is formulated to allow trolley rigs can be found. Clamping a rod holder to the railing would only serve to further build on the disdain that trolley rigs already has.
It just seems wrong to me to get a strike from a trolley rig, leave a set line in the water behind you, and expect everyone to clear the way for you to fight and land your fish. To me, a trolley rig says, "Hey, everybody, I don't care about you!" It would be fair to me if everyone else threw out a weighted line and let you fight your fish around it. When you yell, "Comin' down!", they can say, "We don't care about you, either."
I presume you imagine that only considerate, accomplished anglers will set out trolley rigs. Good luck with that.
I envision a handful of grumpy guys playin' cards and yellin' at people not to fish around their rigs. Once they attach a trolley rod to the rail, they think they own the spot. I like the idea of trolley rig fishing very much, if I just think of myself, and I have the only trolley. It just seems so obviously unfair and inconsiderate to everyone else. If you let a bunch of people do it, then you've got Jacksonville Pier. Sixteen stations. Stay away from the trolley rigs. Deal the cards. My humble opinion is, if you want to attach gear to the rail and leave a set line out, build your own pier.
I quit snobbling just a little early before sunset at PCB City Pier the other evening, because the shark fishermen had set out their baits. If I had gotten a twilight king, it could have gotten into their expensive set lines in the dim light and been a mess, like trolley fishing. I don't think trolley fishing can coexist well with free-lined baits. One style or the other will prevail. Good luck with it, whatever you decide to do.
Guess I'll leave the stuff at home and scrap the mod on the rod holders

I'm going to have to go with T-wagon all the way on this one . The rules are there for a reason . Everyone seems to get all bent out of shape when some of the other rules are broken or egnored but this one should be overlooked ??????
I've fished several piers where trolly sets were used and almost without exception that part of the pier was off limlts to tourist fisherpersons and God forbid you fish close to their sets . You guys may not like the idea of tourist on you turf ,but most likely their would not be a pier without them . Don't mean to step on any toes . Just saying .
