If you catch a fish at the pier that you suspect is a state record how do you go about getting it weighed and certified?

Any certified scale will do, as long as its witnessed. Best to take a photo of it being weighed. All grocery stores, seafood shops, etc.., have certified scales.
Caught what I first thought was a small remora last year and almost stuck my needle nose pliers in its head and discovered it was a small cobia. Needless to say we all caught a lot of flack over the 8-10 that were drying on the deck when the news cam out to take pictures of al the sharks.

We have caught a few small remora surf fishing and always put them back. Is there a size or other restriction to harvesting? I want to eat one.
