Actually tandem rigs (jigs or 3"-4" swimbaits) are VERY effective sometimes.
Especially on mackerel, bluefish and small jacks.
As is the ever popular sabiki rig.
But you are thinking of a 'school' presentation instead of an inline presentation like the sabiki. Hmmmm
The pier does have a 5 hook rule "No more than 5 hooks per Sabiki style rig"
