Darn good question, I'm working on this!
I currently have the pier only license (that is all I usually fish), once in awhile when staying a month in the fall I would get the full saltwater when might be out flounder gigging, but that hasn't happened for a couple years now

Hey Ironman , you ever do any gigging this time of year? Where should I focus?
As stated only in the fall on our month trips, along the beach infront of the condo.....bays would be better you could sometimes always find a not windy shoreline depending on wind direction...heavy.ripples or waves is your enemy seeing

Recreationally, these are legal, No license required. Our saltwater fishing license cover the equipment used and the possession of fish, these two methods and species are not mentioned.
We have no regulations that cover rakes or slurp-guns, so they are legal to use. We also do not regulate sand fleas or ghost shrimp, per se.
We do regulate shrimp, HOWEVER, we do make allowances for someone to catch a few for personal bait use.
On another note, there would need to be some commercial license involved if they wanted to sell the bait.

Someone needs to explain that to the guy gathering 200-300 ghost shrimp a day from the beach just west of the GSPPier...
