Even though it is illegal to run without nav lights....they probly aren't doing it to be sneaky, they are doing it so they can see the "fire" (blue streak) in the water the mackerel leave as the swim through the bioluminescent plankton that some call phosphorus to gauge how many and what direction they are traveling.
